NGO's Crucial Response on General Licences The NGO has sent Natural England a full and robust response to its consultation on the future of the General Licences for controlling pest birds. Many of the proposals in NE's 48-page document are impractical, such as the infamous 'shoo before you shoot' clause, which would also apply to all bird trapping. Others are unsupported by science, for example the suggestion that jays should come off all the licences, alongside jackdaws and hooded crows.
